What Is Commercial Scaffolding?
Commercial scaffolding is an engineered access system built for construction, fit-out and maintenance work on non-residential buildings — offices, retail, schools, apartments and warehouses. It is designed to a load duty class, erected by Certificate of Competence holders, and handed over with inspection records. In New Zealand it must meet AS/NZS 1576 and WorkSafe’s scaffolding guidance.
The difference from a house scaffold is not just size. Commercial jobs run longer, carry heavier loads, involve multiple trades on the structure at once, and usually sit next to a public footpath. That means engineered design, a documented duty rating, traffic management, and paperwork your principal contractor can produce on request.

BOOK A CONSULTATIONCommercial Scaffolding Compliance in New Zealand
Any scaffold where a person could fall 5 metres or more is notifiable work: it must be erected by a Certificate of Competence holder and WorkSafe must be notified at least 24 hours before work starts. Scaffolds are built to AS/NZS 1576, tagged before use, and inspected at least every seven days.
On a commercial site the paperwork matters as much as the steel. If your principal contractor or a WorkSafe inspector asks, everything below should be produced on the spot — we hand it over at handover rather than chasing it later.
| Requirement | What it means on site | Who handles it |
|---|---|---|
| Certificate of Competence | Scaffolds over 5 m must be erected, altered and dismantled by a CoC holder. Classes run Elementary, Intermediate, Advanced and Advanced–Suspended. | Our crew — CoC held to the class the job needs |
| WorkSafe notification | Lodged at least 24 hours before work starts on any scaffold with a potential fall of 5 m or more | We lodge it |
| Duty rating (AS/NZS 1576) | Light, medium or heavy duty, matched to the trades and materials the deck will carry | Specified at design, marked on the scafftag |
| Engineered design | Required for non-standard configurations, heavy loads, sheeting, cantilevers and tied facades | Engineer-stamped drawings supplied |
| Handover and tagging | Green scafftag before anyone steps on it; red while incomplete or under alteration | Our supervisor signs it off |
| Inspection interval | At least every seven days, after alteration, and after storms or earthquakes. Records kept on site. | We inspect and log it |
| Footpath or road occupation | Corridor Access Request and an approved Traffic Management Plan before gear goes on legal road | We arrange CAR and TMP |
| Public protection | Catch fans, gantries, sheeting or hoardings where people pass beneath the work | Designed into the quote |
| Prequalification | SiteWise grading and SARNZ membership for your contractor prequal pack | Documents supplied on request |
Note for 2026: WorkSafe is taking Certificate of Competence administration back from SARNZ by the end of the year, and the Scaffolding Amendment Regulations 2025 have already changed parts of the regime. We track it so your site documentation stays current.
How Much Does Commercial Scaffolding Cost in Christchurch?
Commercial scaffolding in Christchurch is priced per square metre of scaffold face and quoted after a site visit, rather than at a flat rate. Cost is driven by scaffold area, duty rating, hire duration, engineered design, sheeting, travel distance and whether the scaffold occupies a footpath. We put an itemised written quote against your programme.
Pricing guidance reviewed September 2026 by the Scaffolding Christchurch team · All figures exclude GST
Indicative only — this is not a quote. The figures below are rough guides based on past Christchurch jobs, published to help you budget. What you actually pay depends on the job type, the size and height of the structure, site access and ground conditions, travel distance, how long you need it and any council requirements. We confirm pricing only in a written quote after a site visit.
We don’t publish a flat commercial rate, because a fixed figure would be wrong for most jobs — a three-level fit-out with a sheeted facade and a footpath gantry is a different animal from a warehouse re-clad with open ground on every side. What we can tell you is exactly what moves the number.
| Cost driver | Why it changes the price | Christchurch example |
|---|---|---|
| Scaffold face area (m²) | The main unit of pricing — height × length of scaffolded facade | A four-level Sydenham apartment block versus a single-level Hornby warehouse |
| Duty rating | Heavy-duty decks for brick, block or precast need more bays, bracing and ties than light-duty access | Masonry restoration versus a repaint |
| Hire duration | Commercial programmes run months, not weeks. Long-term rates are set against your build programme. | Multi-stage fit-outs in the CBD |
| Engineered design | Cantilevers, tied facades, loading bays and non-standard configurations need engineer-stamped drawings | Heritage facades and post-quake strengthening work |
| Sheeting or shrink wrap | Adds significant wind load, so ties, bracing and standards all increase | Weathertight re-clads that must stay dry through a Canterbury winter |
| Footpath or road use | Corridor Access Request and Traffic Management Plan, plus Christchurch City Council occupation fees of $57 per m² per month (minimum $237), CAR $46 and TMP $95–$285 | Street-front retail in the CBD, Riccarton and Addington |
| Public protection | Catch fans, gantries and hoardings where the public passes below | Any occupied building with a live footpath |
| Staged alterations | Lifts added or struck as the build progresses, each a return visit | New builds where scaffold rises with the frame |
| Access and ground conditions | Sloping, soft or congested ground needs sole plates, screw jacks and more setup time | Constrained inner-city sites with no lay-down area |
Send us the drawings and your programme dates — we’ll return an itemised written quote against your build sequence.
